The Council is a group consisting of twelve elves that rule over all of the Elvin cities. The Council is in charge of creating laws, determining the punishments for breaking laws, making treaties and keeping the world civil. They communicate telepathically with Emery as the spokesperson, therefore, all the councillors get a say and vote in the situation privately and they appear as one. Councillors are not allowed to have families or be romantically involved so that their decisions remain unaffected and unbiased. However they can resign from the Council for any reason.
