The Peace Treaty was signed by the five intelligent species (Elves, Ogres, Dwarves, Goblins, and Trolls). In summary, it states that species should not commit acts of treason that could potentially harm other species. The Council wrote the treaty, guaranteeing peace for the intelligent species. The treaty ultimately excluded humans.
In Book 4: Neverseen, it is discovered that the ogres, led by King Dimitar, were explicitly violating this treaty by forming an alliance with The Neverseen and unleashing The Gnomish Plague. As a result of this transgression, a Peace Summit was held in Lumenaria in Book 5: Lodestar. During this summit, a new treaty was drafted. King Dimitar made the decision to withdraw the ogres from the intelligent species — promising that the ogres would leave the other species alone as long as the ogres were left in peace.
