The Keeper Program is a hypothetical program proposed by Councillor Kenric to the Councillors and Prentice Endal. It was first introduced in Stellarlune by opening blue marble in Kenric's Cache.
The time period the memory took place was when Wylie Endal was three years old and was located in Hushwood.
Kenric suggested to Prentice that the cache system for storing was extremely antiquated and instead of using them to store Forgotten Secrets, each Councillor be given their own Keeper to store the secrets. To keep the Keeper from losing their sanity, their minds would be washed after the secret was given and a keyword could be used to trigger the memory.
Prentice said that if this took place that there wasn't a bountiful number of Keepers available and that it would be glaringly obvious who was chosen and that they'd become targets, to which Kenric replied that it would be done secretively, and the public would think they were still relying on caches.
Kenric was trying to convince Prentice to become his Keeper, but it is unknown as to whether Prentice agreed - although we know that Prentice did not look pleased with the idea leaving Hushwood by saying, "No amount of talent will ever make me infallible". [1]
This did make Sophie Foster (who was watching the memory with Councillor Oralie and Dex Dizznee) concerned that if Prentice has accepting Kenric's offer that was part of the reason he got arrested and sentenced to Exile.
