The Elf-Ogre Treaty, signed long before Keeper of the Lost Cities, said that Serenvale was to be given to the Ogres (and later called Ravagog), and the elves would give the gnomes hospitality and protection.
Recent Treaty
In Lodestar, King Dimitar made a new treaty that basically stated that the ogres would leave the elves alone if the elves left the ogres alone.
