The councillors each have been said to have multiple goblin bodyguards. Usually, whenever the councillors travel, they bring multiple bodyguards with them, but in some cases, like when they are in their castles, or to Lumenaria's peace summits, and to Exile the bodyguards don't come since there are bodyguards already trained and ready in those places. One time that there were no bodyguards was when Councillor Oralie gave Sophie Kenric's cache at the beginning of Neverseen.
