Councillor Zarina is one of the 12 Councillors. She has an unnamed ability, possibly a Charger or Fulgurkinesis/Astrakinesis, which seems to create and control lighting. While her name was first seen in the first book and she was in attendance to multiple things with the rest of the council, she was first singled out in Neverseen. She is seen in Neverseen & Lodestar.
