Councillor Velia

Councillor Velia is one of twelve Councillors that rule the elvin world. While she was never singled out, as of Nightfall, when she was first referenced in the original book during the quintessence incident, where here name was carved into her throne at tribunal hall. At the time Sophie had thought all the councillor's names were very intimidating which includes Velia. She was involved in many of the decisions affecting Sophie, and was present for not only all the tribunals, but during Fintan's healing, the raid on Exile, and many other plot-altering events. She was once referenced by Councillor Oralie, who said she was good with maps.
