Councillor Velia is one of twelve Councillors who rule the elvin world. While she was never singled out, she was first referenced in the original book during the Quintessence incident, where her name was carved into her throne at Tribunal Hall. At the time Sophie had thought all the Councillor's names were very intimidating, which includes Velia. She was involved in many of the decisions affecting Sophie and was present for not only all the tribunals, but during Fintan's healing, the raid on Exile, and many other plot-altering events. She was once referenced by Councillor Oralie, who said she was good with maps, and not the type to ask questions. Along with many of the other Councillors, she has mixed feelings about Sophie. As of Legacy, she supports her.
