Councillor Noland is one of twelve Councillors on the Council. His jewel is Tanzanite. As mentioned in Neverseen, he is a Vociferator, which gives him the ability to make ear-piercing noises that he can manipulate the sound of. Along with many of the other Councillors, he has mixed feelings about Sophie. As of Book 8: Legacy, he supports her.

Noland is present at the Peace Summit along with rest of the Council.

Noland appears near the beginning of Unlocked. He was the one who figured out that Keefe's ability had to do with tone.

Councillor Noland has a shock of black hair, often pulled into a ponytail.
