Councillor Liora is one of the twelve Councillors. While the group of rulers were frequently all in attendance of Sophie's actions, she was not singled out until the third book, Everblaze. In the scene in which her character was mentioned, she played the role of conjuring up the necessary materials to bottle quintessence, hence showing that she is a conjurer. It can be noted that that no other description is given of her besides the mention of her bronze colored skin.
