Emery is a Telepath who is on the Council. He often follows Council discussions telepathically and speaks for the Council so that they provide a united front.
At first, he supports Sophie, but in Everblaze, he knows that action must be taken, and becomes one of Sophie's main opponents on the Council. Councillor Emery has the Ability Restrictor, the power-blocking circlet, placed on Sophie's head. He appeared to be pleased about the decision, which made Sophie want to "scratch that smile off his face". However, he is proven to have some respect for Sophie, as he makes her leader of Team Valliant.
