Chargers have the ability to create electrical discharges and lightning bolts, and/or to control the flow of electrons inside machines. Sometimes Chargers encompass the control of magnetic fields. In Neverseen, Councillor Zarina zapped the air with electricity and the Black Swan members' hair started to frizz up. This ability was sometimes referred to by fans as Astrakinesis or Fulgurkinesis, but the most evidence in the books point to the name Charger.
